Covid-19 Financial Help for Community Facilities
The Restart Grant Scheme
Under the Government’s Restart Grant scheme, businesses in the retail, hospitality and leisure sectors will (from 1 April 2021) be entitled to one-off grants to help them reopen safely as Covid-19 restrictions are lifted.
The scheme has two strands and village halls are eligible for grants in the second strand because they fall into the "leisure" category. To be eligible, a hall will need a rateable value (RV). The level of grant available is:
- for a RV of £15,000 or below: a one-off grant of £8,000
- for a RV over £15,000 and less than £51,000: a one-off grant of £12,000
- for a RV of £51,000 or more: £18,000
In addition to village halls, the Guidance says that “scout huts, cadet huts etc.” are eligible but they will need a RV. You can check your community building’s RV on the Valuation Office Agency’s webpage: https://www.gov.uk/correct-your-business-rates

Halls without a RV including, for example, church halls and local authority-run community buildings, should apply for an Additional Restrictions Support Grant (see below).
Additional Restrictions Support Grant (ARG)
The ARG, which has been in place since the start of last November’s lockdown, has been given a £425 million top-up for the period starting 1 April 2021. This is a discretionary fund for businesses that do not have a business rates valuation, for example, church halls and parish/town council run halls. Check your local authority’s website.
